Norms/Guidelines for different Activities

General norms

MSW (M&H) Rules,2000; Manual of CPHEEO

MSWM on all seven days a week including street sweeping and shallow drain cleaning; 100% covered storage and transportation; processing of entire organic waste and disposal of only processed residual and nonorganic waste

Specific norms

Sweeping norms

250-350 RMT for high density area having more than 50000 population/sqkm; 400-600 RMT for medium density area having population between 10000-50000sqkm;650-750 RMT for less than 10000/sqkm.

Community bin norms

Till DTDC is in place, community bins as per utility and waste quantity ; provision for storage of segregated waste; 100% more in numbers; distance of containers from work place < 250 m;interbin distance < 500m;no bin in congested areas; litterbins in important areas of tourist importance

Transport  system

appropriate equipment of optimum capacity for segregated waste;open and slow moving vehicle to be replaced;
1 pushcart for each sweeper; 1 bin of 4.0 cum for 2000 persons; 1 carrier for 15 bins; 1 mini waste collector for 7 MT; 1 compactor for 60 MT etc; 1.2 cum space for every MT of waste etc. add 17% more for workers and 25% more for equipment

Transfer station norms

If landfill > 10 km- Transfer Station (TS); for large quantity transportation- more suitable; large size containers of 15-20 cum capacity, work in two shifts; ramp with level difference,static compaction units; weigh bridge and other infrastructure as per requirement; better to take services of expert for designing and operation, management

processing plant

Should be suitable - physical and chemical characteristics, relative assessment of disposal options; require minimum space, l  east initial capital; cause least adverse impact on environment, least residual generation, be sustainable-recover maximum net energy/useful material, requiring least o& m; should be suitable for 20 years;2-3 acre for 50-75 MT; 2 Ha for 500 MT

Infrastructure include- internal road, drain, power, water supply, plantation, drain, weigh bridge, office, toilet blocks, parking for vehicles, shelter room for workers, leachate pond, compound wall and gates, security guard's cabin, machine shed, , compost pad, covered monsoon shed, curing shed, packaging and storage sheds etc (If site is part of SLF site, there could be common facilities and equipment )

Plant and machinery include- pre processing and processing machines - trommels etc, elevators,vibro screens, gravity separators, packaging sprouts, drives , other accessories and weigh bridge

SLF site

Site should be sufficient for minimum 20 years : buffer zone of no-development and proper land use; NOC from SPCB,ground water department, airport authority; environmental, social and geotechnical issues are to be addressed;

No landfill should be allowed within 200 m of any lake or pond; 100 m of river or stream; 100 year flood plain; 200 m of right of way; 300 m of public park; 500 m water supply well. Landfill site should atleast be 2 m above ground water surface and be away from airfields at least by 20 Km.

SLF site

Should not be part of 10-year ground water recharge area; should be free from underground mines; seismic risks, away from habitation, forest, monument, water body, national park, wet land, any important place of historical/cultural or religious nature.

if site for processing plants are available near the city, then SLF sites could be away otherwise, processing plant and SLF site should be setup near to each other which would save transportation, operation & maintenance and supervision cost

Cell area – 1.2 cum per MT & other area- 20-25% of cell area by assuming density as 850 kg/cum; thickness of bottom and top lining 1.2 m; bottom layer includes-90-100 cm compacted clay/amended soil/GCL sheet of 7 mm,1.5 mm HDPE,30 cm protection silty soil/non-woven geo textile sheet of 2 mm thickness

Active years 20 years or more; post closure for 25 years; long term DBOMT by providing some concessions like providing land on nominal lease, free transportation of waste etc
