Phasing
The investment phasing should be done such that all habituated public (May be population 20% of peak population)at present are covered in Phase 1.Subsequent phased development of sewerage system can follow future growth of city. Trunk main outfall sewer can be laid in advance so that sewerage system development is not hampered due to absence of outfall/trunk sewer.
